Healthcare accessibility remains a critical topic in developing regions. In Indonesia, the BPJS Kesehatan (National Health Insurance) program serves as the backbone of public medical coverage. However, finding structured, clean, and localized data on where these primary care facilities are actually located can be surprisingly challenging.

To bridge this gap, I have curated and released a public dataset mapping the Primary Care Facilities (FKTP) that accept BPJS in Padang, West Sumatra.

Whether you are looking to analyze healthcare distribution, practice GIS mapping, or build regional dashboard projects, this dataset offers a structured starting point.

Why Padang?

As the capital of West Sumatra, Padang comprises 11 districts and 104 sub-districts, serving a registered JKN-BPJS active member population of over 736,000 citizens as of late 2024. Analyzing the spatial distribution of facilities relative to this demographic is vital to understanding regional healthcare capacity.

What’s Inside the Dataset?

The dataset is structured into three clean CSV files, complete with standardized schemas and metadata descriptors:

  1. klinik_bpjs_padang.csv
    Contains mapping data for 37 verified clinics (including Private Pratama Clinics, Police/POLRI Clinics, and Military/TNI Clinics) operating in Padang, including their official names, facility types, and physical addresses.

  2. puskesmas_bpjs_padang.csv
    A complete directory of all 24 Public Health Centers (Puskesmas) serving as primary community gatekeepers across the 11 districts of Padang.

  3. ringkasan_faskes_bpjs_padang.csv
    Aggregated statistics from BPJS Padang Branch Office showcasing the distribution share of 290 total FKTP partners (including individual dentists, primary care clinics, and type-D hospitals).

The Midwife Accessibility Challenge

One key finding during the curation of this dataset relates to Independent Midwives (Bidan Praktik Mandiri).

Under the BPJS ecosystem, most independent midwives do not register as standalone primary facilities. Instead, they operate as network midwives (Bidan Jejaring) tied to a primary Puskesmas or registered Clinic. Consequently, their individual practice locations are not published openly and are only accessible dynamically through the official Mobile JKN app. This dataset includes comprehensive documentation explaining this operational structure to guide future researchers.

The data was carefully cross-referenced and validated from multiple official public channels, including:

  • The BPJS Kesehatan official portal.
  • The Ministry of Health's Tuberculosis Information System (SITB Kemenkes) facility directory.
  • Padang Municipal Health Office (Dinas Kesehatan) annual reports.
